Sam Wilson heeft officieel de mantel van Captain America overgenomen van Steve Rogers. Thaddeus 'Thunderbolt' Ross, nu de president van de Verenigde Staten, wil dat Sam een nieuw team van Avengers samenbrengt. Sam stuit echter op een complot om de president te vermoorden.
